twin headlights

another small problem with my friends 1999 2.4 auto Highway Star is it looks like it has twin headlights, the bulbs next to the grill are in good condition but we can not figure out how to get them to come on, all the other lights come on (side, low and high beam). Is there a separate switch or fuse for those lights and where are they located?

Not sure if its the same as the square head light but mine has a front fog switch on one of the stalks, worth a check if you haven't already.
